Why people look for a PDF, and what they actually need
Searching for a Highway Code book or a downloadable PDF is a reasonable instinct: one file, everything in it, works offline. The difficulty is that the two things that make a study aid useful for this exam - being current and being testable - are exactly what a downloaded file cannot be.
French traffic regulations are amended regularly. A PDF found on a forum carries no date you can trust and no indication of what has changed since. Studying from a version that is two amendments behind is worse than not studying that chapter at all, because you will answer confidently and wrongly.
Reading is not the same as being able to answer
The deeper problem is not the format but the method. Reading a chapter produces recognition - the comfortable feeling that you have seen this before. The exam asks for retrieval, in about twenty seconds, with plausible options in front of you.
The gap between the two is where most failures live. It closes only by answering questions and reading why the answer was wrong, which is something no static document can do for you.
A workable rule: read to understand a chapter once, then spend the rest of the time answering questions on it. Never the other way round.
Where the official text is, if you want it
The French Highway Code exists as the Code de la route, published in French and freely available through the official Légifrance service. There is no version with legal force in English.
It is worth knowing it exists, and worth knowing that reading it front to back is a poor way to learn: it is written to be unambiguous in a courtroom, not to teach someone starting from zero. Use it to settle a specific point, not as a course.

The combination that works is a short structured lesson per chapter, then questions on that chapter with explained answers, then timed full-length mock exams once the chapters hold up individually.
